Gulu district wants all children's "night commuter" shelters to close within one month. This decision follows reports that the number of "night commuters" in the town has dropped from 15,000 in May 2006 to less than 500 last month. The fall is attributed to the improved security situation in northern Uganda, directly related to the Cessation of Hostilities Agreement established by the parties at the Juba peace talks.
