The Ugandan military has begun sending troops to the border between the DR Congo and Sudan in response to a recent spate of attacks on southern Sudan from LRA rebels based in the DR Congo. A large contingent of LRA rebels, including LRA leader Joseph Kony and his chief deputy Vincent Otti, are believed to be hiding out in the northeastern corner of the DR Congo. Under an agreement between the Ugandan and Sudanese governments, the UPDF is allowed to deploy within southern Sudan to pursue LRA rebels. However, Ugandan Pres. Museveni's attempts to convince the Congolese government to allow the UPDF to cross into the DR Congo - and his threats to deploy the UPDF there unilaterally - have been met with stiff resistance from the Congolese government and international community. The UPDF invaded the DR Congo unilaterally several times over the course of the DR Congo's civil war from 1998-2003, and has been convicted by the International Court of Justice (World Court) of human rights violations and looting during that time period.
